TECH DRIVE ASPHALT RECONSTRUCTION

The McDuffie County Board of Commissioners is soliciting competitive sealed bids from qualified contractors for the Tech Drive - Asphalt Reconstruction project for the McDuffie County Board of Commissioners.
Bids should be typed or submitted in ink and returned in a sealed container marked on the outside with the name of the bidder, the date and hour of opening and the project name. Bids will be received until 10:00 A.M. on August 30, 2018 at the Office of the Board of Commissioners, 210 Railroad Street (2nd Floor), Thomson, Georgia 30824. Any bid received after this date and time will not be accepted.

Bids are legal and binding upon the bidder when submitted. All bids should be submitted in duplicate.
All contractors shall submit with bid, a bid bond, certified check or cashier's check in the amount of five percent (5%) of the total bid made payable to the McDuffie County Board of Commissioners. Successful contractor will be required to meet insurance requirements, submit a one hundred percent (100%) performance bond and a one hundred percent (100%) payment bond. Insurance and Bonding Company must be authorized to do business in Georgia by The Georgia Insurance Department, listed in the Department of Treasury's Publication of Companies holding Certificates of Authority as Acceptable Surety on Federal Bonds and as acceptable reinsuring companies, and must have an A.M. Best rating of A-10 or higher.

The written bid documents supersede any verbal or written prior communications between the parties. Award will be made to the contractor submitting the lowest responsive and responsible bid. McDuffie County reserves the right to reject any or all bids, to waive technicalities, and to make an award as deemed in its best interest. McDuffie County reserves the option to negotiate terms, conditions and pricing with the lowest responsive, responsible bidder(s) at its discretion.
INVITATION TO SUBMIT BIDS BID
INERT WASTE LANDFILL-INITAL GRADING
Sealed Proposals for the Initial Grading Sequence of McDuffie County Inert Waste Landfill Cell No. 1, Mesena Road Landfill & Transfer Station will be received at the McDuffie County Administrative Offices; 210 Railroad Street; Thomson, Georgia, 30824; until 10:00 a.m. legal prevailing time on Thursday, August 30, 2018 at which time they will be opened and read aloud. All bids must be sealed and clearly marked “Initial Grading Sequence –McDuffie County Inert Waste Cell No. 1” and submitted to the attention of Mrs. Nikki Milburn, County Clerk. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) calendar days. THERE WILL BE A MANDATORY PRE-BID CONFERENCE ON THURSDAY, AUGUST 16, 2018, AT 10:00 A.M. IN THE TRANSFER STATION SCALE HOUSE OFFICE LOCATED AT 514 TANKERSLEY DRIVE, THOMSON, GEORGIA 30824.
The Work to be done consists of furnishing all materials (with exceptions listed below) and equipment and performing all labor necessary for the Initial Grading Sequence of McDuffie County Inert Waste Landfill Cell No. 1 at the Mesena Road Landfill & Transfer Station. The initial grading sequence includes clearing and grubbing for ±2.2 acres, constructing a ±0.6 acre sediment pond, earthwork for the perimeter all-weather access road and drainage ditches around the ±2.5 acre existing landfill cell, installing the associated drainage structures and installing erosion, sedimentation and pollution control (ES&PC) best management practices (BMP’s) for this land disturbing activity.
The County will be responsible for providing the following materials for this project: all soil for earthwork; silt fencing; pipes; headwalls; riser for overflow structure; silt gage; gravel/stone for filter ring, rip-rap outlet protection, and overflow structure; hay-bales for check dams.

Bonds: No Bid Bond or Performance Bond is required for this project because the total contract amount is anticipated to be less than $100,000. Payment of the Contract amount will be made on a periodic basis on applications for payment from the contractor and approved by the engineer based on work accomplished, products furnished and products stored at the site. Such progress payment requests shall be submitted by the contractor no later than the 25th day of each month during the term of the Contract and shall be paid by the Owner within thirty (30) days after receipt of approved progress payment requests, less the retainage and other deductions provided in the Contract Documents.
Owner's Right: The OWNER reserves the right to reject any or all bids, to waive informalities, award the bid as they determine to be in the best interest of the project, and to rebid.
